I live in Texas and plan to elope in Georgia. I know we have to obtain a marriage license in Georgia, but do we need to obtain a marriage license in Texas as well??

No, you don't. As long as you are a man and a woman, you get your marriage license in Georgia, marry in Georgia, and your marriage is recognized everywhere.
