If you call 911 on a cell with a Florida area code but you live in Georgia, will LOCAL police receive the call

If you call 911 on a cell with a Florida area code but you live in Georgia, will LOCAL police receive the call?
My brother lives in Savannah, GA but his cell phone bill is sent to our family, in central FL. His area code is also a central FL area code. If he were to call 911, would it contact local police or those of the area code? I tried to read about this on the internet but got mostly mixed responses. Please and thanks!

Yes, 911 is location based not number based.

911 is not based on where your phone is from, but rather where you are.

911 is the police emergency number in the US. If you call 911 in SanDiego, you will be contacting SanDiego police. If you use the same phone in New York City and dial 911, you will be contacting NY City police. No matter what cell phone you use and/or where it is registered and/or paid, 911 will always reach the police in the area where you are at the time of the call. Get it?

A 911 call goes to a local tower and then to the local emergency center regardless of where you are.
