In any state you go to, residency takes a year of living there continuously for one year as your primary residence.

For In State College tuition it is two years. You will need to show Georgia State Income tax returns

For the purpose of obtaining a Georgia driver's license or registering a vehicle, you are considered a resident if you have secured a permanent place to live in the state and resided there for 30 days. For the purpose of attending Georgia's state colleges, a dependent student is eligible if he or she graduated from a Georgia high school and his or her parent has lived in Georgia for at least 12 consecutive months prior to the beginning of classes. Independent students have to have established residency for the same period of time and demonstrate some evidence that they didn't move just for college.
