Colleges generally require residency for a full year to be eligible for in-state tuition. That includes Georgia. To establish residency, get a place to live, get a driver's license, and register to vote. However, you cannot be declared as a dependent on your parents tax return during that time. If they want to declare you, they can if they move to Georgia.
