Heres how one state defines it - 2nd degree sexual offense: Sexual act by force or threat of force, or with mentally disabled victim, or with victim under 14 and perpetrator 4 years older.

If one of these people moved into my neighborhood... i'd move. It's a very serious thing, and should not be taken lightly. tell your kids to keep away... hope everything works out.

I googled it and this was the first link. She could have raped someone or she could have just been dating (and having sex) with a minor. Just be careful anyway. They live all over the place. There's several near me. It's sad. § 14‑27.5. Second‑degree sexual offense. (a) A person is guilty of a sexual offense in the second degree if the person engages in a sexual act with another person: (1) By force and against the will of the other person; or (2) Who is mentally disabled, mentally incapacitated, or physically helpless, and the person performing the act knows or should reasonably know that the other person is mentally disabled, mentally incapacitated, or physically helpless. (b) Any person who commits the offense defined in this section is guilty of a Class C felony. (1979, c. 682, s. 1; 1979, 2nd Sess., c. 1316, s. 7; 1981, c. 63; c. 179, s. 14; 1993, c. 539, s. 1131; 1994, Ex. Sess., c. 24, s. 14(c); 2002‑159, s. 2(c).)

I would be very careful around this woman. Just because she didn't break into a home and molest children, doesn't mean it isn't on her mind. It doesn't mean that she didn't help aide someone to do something horrible. It doesn't mean she doesn't desire it or that she's not capable. Do you have a free Georgia Megan's Law website? You should be able to get more info. on there. We have a pedophile on our street. I went onto our website and he is a child molester. It states so clear as day. I feel very grateful that I have this information. There are so many creeps out there that you DON'T know about. Make the information you do have useful to you.

Emmy put what one is in perfect words. I'd move.

search the O.C.G.A. (official code of GA annotated). It lists all criminal offenses. I would be fearful....the evidence on sexual offenders being rehabilitated is not conclusive. At the same time, you should allow them to play outdoors, just make sure you supervise them at all times and talk to them about not talking to strangers, staying together when outside (if you let them go out alone), etc.

A first degree offense is usually something like anal or oral intercourse with threat of force, and an additional factor like causing serious injury, and a second degree offense does not include an 'aggravating factor'. I can't say for sure if it's the same thing in Georgia. An 'offense' does not include vaginal intercourse. You should be especially concerned if it's a child sex offender. It should specify whether the victim was a minor or not.

Knowing what a 2nd degree sex offense is will not tell you what she did. Charges against a sex offender can be either greatly exaggerated or greatly reduced. As for being fearful, you should be more fearful of an ex drug offender moving into the neighborhood.
