I have a pretty big 4 Br doblewide that I desperatly need to finance.....only problem is there are no lenders unless you have a permanent foundation. Does anyone know of an affordable way to do this? Or have any idea on the cost?

mine cost two thousand dollars during setup. Your local county or city sets local standards. Contact them for more info, and referrals to who can do it.
